Ahh but just read a bit further and it says to the lowest. This is nothing new, for years our government has been defending the illegal immigration issue with statements that the companies need these workers to do the jobs American workers won't. On the other side of the immigration issues we have legal permanent immigration paths for those jobs that "No Americans are qualified to perform" so companies can import workers.
Way to have a lot of pride in the Country and the People who employ them, our government beleives that we are a bunch of lazy stupid people who fill in that middle range hole.

So how does more legal workers into a workforce already under painful unemployment and outright crippling in some areas, improve matters?
