For example, against immigrants, here is used a law that requires every company to pay immigrants at least average salary of the country. Immigrants are coming in the country anyways, so companies are allowed to hire them, but they can not pay them salary unofficially (too hard control on them) and if paid officially they need to pay at least average salary.

Works ideally but not in reality. You can surely control few sectors of the industry involved in hiring illegals. What about farming, construction, landscaping, cooks, cleaners etc etc where you will have to hire a huge team just to round them up on a daily basis going from business to business to streets to townships to counties to states to the entire nation? It is impractical.
all that would have to be done is to expand the government offices that already do this job, and they could be paid with part of the money that is collected by fines recieved from the companies.
Expand? Are you crazy? What happens when all the illegals have been deported and there is no reason for the agencies to exist or to let go of the staff that was hired during 'expansion' ?

Kills the purpose of legal immigration process that has existed for years. Especially the folks who go through the proper channels to migrate (often times they wait for ever for their visas).

I agree about fining companies for hiring illegals. Another huge problem are the illegal who have anchor babies. Once they come and have a child here, they can get benefits and live cheaply.

It is a myth that illegals will only take jobs that citizens won't. They have infiltrated many areas in the workforce. Whenever ICE had raided places, citizens quickly filled every position available.

As for farmers, many have had food rotting due to weather conditions. Many farmers have upgraded to using machines. Pay a fair wage or get out of buiness.

And for God sake, enforce existing immigration laws. We have them for a reason. Illegals are not completely blameless as they break the law coming here, break the law stealing identities, presenting false documents, overstaying visas etc.
