I agree about the exception to the rules statement.....which is why It's always frustrated me that I have never been able to find a scientific explanation for it. All I have ever found is people's personal stories confirming it's possible and peoples opinion's as to why......but all the actual stuff I've seen from the scientific community states it's not possible to get to the end of an atmospheric rainbow.
