"The United Nations signed a cooperation agreement on Monday with the new International Criminal Court, despite objections to the tribunal from the United States.

The pact that would encourage "greater cooperation and consultation" on administration and judicial matters was signed by U.N. Secretary-General Kofi Annan and Judge Phillipe Kirsch of Canada, the court's president."

Bush and the Republicans are opposed to complete US membership in the Court because it:
1)Could open up American political leaders to frivolous lawsuits
2)Could be used to attack american soldiers overseas
and
3)Boils down to putting American citizens under the legal jurisdiction of a court they did not elect or approve through their elected representatives.

Indeed, the current admin has already been the subject of numerous suits alleged in the IC. THe people who run it have repeatedly stated that these sorts of suits are just that, frivolous and unnecessary and have refused to hear any of them.
