The Patriot Act and Terrorist

Okay, I want to start off with a series of questions regarding the Patriot Act and terrorist in this country. Here they are:

1. Do bills passed in congress apply to non-American citizens as well?

2. Do terrorist have the same rights as Americans?

3. Aren't the bills for the American people or do they also apply to foreigners who come into this country? Legal or illegal, it doesn't matter.
