What the SEC is doing is voting on whether or not to bring up charges against the ratings firm Egan Jones who, as you may remember, recently downgraded the US credit rating. Clearly this is only because Egan Jones filed incorrect paperwork and not because they are attempting to point out how messed up the broken machine is.
