i would say somewhere between divergent interests and double standards on the issue of pakistans nuclear position. whatever fits the foreign policy and actual ground situation i guess.

carpet bombing one country with nukes in order to set an example seems terminal. there is a possibility that there would be nothing to graft the example to if this occurs, considering the worst case scenario that is.
there are no guarantees any nuclear incident will render those capable, of towing the line and being compliant to the bigger longer established fission club.
