Thankfully, the minimum speed limit in the UK is 0mph, and any car driver (or any vehicle driver, really) doing 55mph in whiteout conditions should be charged with reckless driving and banned for life.

A 55mph maximum speed limit does not mean you must go 55mph. You should always drive at a speed suitable for the prevailing environmental conditions. White-out conditions to me, means you try and avoid driving in the first place, and if you must drive, then you drive no faster than you are able to come to a complete stop within your visual distance range, and that range must account for potential skidding.

Also a note to people who are commenting on the big cycle painted on the road...

In general, bus lanes are also cycle lanes. A cyclist may ride in a bus lane, but a car may not enter a bus lane, except to cross it when turning into a side road. Despite it being called a "bus lane", cyclists actually have right of way over the bus. That is, the bus must give way to the cyclist.

A bicycle pained on the road indicates that it is a cycle lane, however, a bicycle painted inside a "box", usually found at junctions, indicates what is supposed to be a "safe" zone for cycles. That is, an area where a cycle may wait for the junction to clear, and as long as a cycle is inside that box, no motor vehicle may enter it, for any reason. Nor may a motor vehicle stop on that "box" even if there is no cyclist in it.

The cycle painted on the road in the video, is one of those "safe zones".
