You are confusing a change in the U.S. Structure of Fighting Wars. The statement you made about the U.S. Military not having the power or
capabilities it did in 1990 is false. In reality...U.S. Military power has grown considerably since then and this has to do with decommisioning old
systems that are costly and designed in the 60's or early 70's.
What the U.S. has done is develop weapon systems that will hit the target with a single missle or bomblet rather than use systems that destroy entire
areas just to make sure we hit the targets. The current systems that are currently being installed or have been installed are pinpoint accurate.
