Japan to nationalize TEPCO, get ready to pay for it japanese people

The article states that the japanese government is planning on injecting s nice sum of money into TEPCO to cover for the huge amounts needed to pay the displaced. They put some blame on the government agency for not pushing TEPCO to improve or follow guidelines. Talks about the amount of money needed for the displaced, and, at the end of the article, what seems quite odd to me, the government is going to buy the rice that has been tainted, so, is the japanese tax income be the sacrificial lamb?(taxpayer?).
