Wait, wasn't FEMA almost dead broke just a few short weeks ago? Yet these idiots waste money to set up a training exercise to prevent terrorist attacks against cows...COWS, for Christ's sake!!

While searching for them, investigators learned the blue barrels that were in the back of the truck were filled with deadly chemicals.
