Maslo, the Kosovo border with Albania WAS ethnically separated at the start of the 20th century, as it was almost all Serbs living in Kosovo. 80 years of illegal migration, intimidation and violence (which was overlooked by the then Yugoslav authorities) represented a de-facto ethnic cleansing of Kosovo which then turned it into an Albanian majority region.

Where does your logic stop? Can ethnic majorities slowly chip away at borders by invading neighbouring land over time? What about cities, if a city is an ethnic majority can it demand its own rule? How about local councils? Suburbs? This isnt an absurd argument, its the logical conclusion to what you are suggesting. You arbitrarily declaring that "districts" is where it should stop has no basis at all except your opinion. If I think it should stop house by house it is as valid an argument as yours.

Its a can of worms and doesnt work in reality.

As for the OP, you are severely misinformed and should educate yourself before commenting on situations that no have no clue about.

I am aware of that. Yet, it changes nothing on the fact that in the present, it is not well separated. Comprehensive and well-enforced border and immigration policy is crucial to ensure that such things do not happen in the future.

Such fragmented settlements would be impractical to govern, which is why a district is an ideal unit to avoid excessive fragmntation and borders running through towns and cities. But feel free to disagree.

And there wont be any "chipping away" or "invading" with well enforced borders and illegal immigration policy.

Ethnic majority ruled by a minority is what does not work in reality, as evidenced by the conflicts. Look at the research article I posted.

What alternative do you propose to borders based on territorial ethnic majority rule, which wont lead to ethnic majorities being ruled by local minorities against their will? (which is clearly shown to lead to conflicts). Keep the non-functional status quo?
