I believe in order to achieve that level of power one must be to some extent a sociopath, they have no empathy for others or emotions unless it directly relates to themselves.

There was a book recently about how most CEOs are most likely sociopaths, ill try and look it up.

A sociopath will do anything to meet their own ends with out concern for others, Antisocial_personality_disorder

it fits these people, often times though they need not be crazy, its just that they don't care about anyone other than how it directly relates to themselves.

Two characters on tv that might help for refrence would be maybe Dexter (he is a serial killer, take away the need to kill and hes just a sociopath)

And Agent Stahl in sons of anarchy would be another example.

Off topic I know but isn't fluoride put into the water supply to help our calcium intake? Never really saw anything wrong with that.
