Not a bad idea in principal. Different times though
Today, they would spend more on getting the building permits and enviromnental waivers than they would to get the actual work done.
The camps would need to accomodate every type of diversity that exists in society today. It would not be for single, able bodied men. It would need to accomodate the handicapped, sexual minorities, the rest of it.
The work would have to be spread out to distribute the work, not to where it is needed but according to where it is politically correct to do it. x percentage in rural communities, x percent in black communities, x percent in this state vs. that state, ect
The workers would be unionized. The day it was announced, Richard Trumpka would be spending the day in the White House to see how the unions could benefit and how they could leverage this work done by union workers to a greater expension of unions after the work was done. Despite the fact that workers would be willing to do the work for far less than the prevailing union wage, the government would be forced to pay that wage, making the work exponentially more expensive.
It is a very interesting idea. What is the most interesting is why it would likely be impossible to do today when we could do it several decades ago.
