Ottawa police release new racial profiling policy

The policy's key points focus on investigating a person based on a "reasonable and racially neutral explanation.”

One of the main examples of racial profiling outlined in the policy is a "pretext stop," where a police officer's main goal when pulling someone over is to conduct a criminal rather than a traffic investigation.

This profiling can happen even if a driver is found to have committed a traffic violation.

The policy described racial profiling as happening "when race, ethnicity, colour, place of origin, religion, or stereotypes about offending or dangerousness associated with any of these characteristics, is used, consciously or unconsciously, to any degree in suspect selection or suspect treatment except when looking for a particular suspect who has committed an offence and who is identified, in part, by their race."

I don't live in Ottawa, so I don't know the extent of the problem. However young people call racial profiling "driving while black." It will be interesting to see how this new policy will change things in the community. I'm sure the overseers will measure its effectiveness by the number of complaints received on a month-to month basis.

I invite you to give your comments about the policy itself. Please don't use this thread to parade prejudices or to denigrate. Thank you.

Unfortunately, the quotes you use suggest the policy encourages profiling - when it's actually designed to prevent it...



Ottawa police have instituted new rules to prevent officers from engaging in racial profiling.

Ok, so now what will happen is the police will start pulling over only the heterosexual white guys in "pretext" stops because the police aren't allowed to offend or give any indication that profiling is involved, which of course means they will probably waste a lot of time not finding who they are looking for. Oh wait, all that's already being done including quota's! In order to get a job in your field you have to be female, gay or an immigrant, a combination of all three will land you almost any position. Looks like it's a done deal, now all the government has to add is constant police harassment! Yeehaw! Oh wait, that's coming to a province around you! It never ceases to amaze me at how much these politicians and bureaucrats are sociopaths and psychopaths.

Ya just gotta love this colony called the Governments Socialist Republik of Kanadakastan, where the police are police and sheep are afraid ;-)

Makes you wonder eh? I've known a lot of policemen and theew will be resistance, everyone feels.

( Btw, are you the one who made the video about changing the bridge span on the Queensway?)

Exactly. It is being discussed on radio a lot. People feel that the racists won't change their tendencies overnight but may simply transfer them. The police chief addmitted that it would be a ongoing process.

Well, for one thing, police vehicles have dashboard cameras.

I highly doubt that ONLY pulling over the white majority will be a long-term consequence of this measure, whether it shows itself to be an issue in the beginning at least is yet to be seen. However, if the problem of racial profiling in traffic stops was really the impetus for this measure, then maybe overall traffic stops will go down (if a majority of people pulled over were minority, it's more than possible that at least a sizable chunk were racially-motivated). Perhaps we'll see officers weighing other rationale behind pulling someone over just as equally as this legislation compels them to.

When I read a story like this, and then read the ensuing comments, I can't help but note a trend toward the negative. I think it's imperative that we as a community here seek to be holistic in our analyses. What I mean by this is that assessing both the potential positive as well as negative implications/repercussions of any issue should be given equal consideration.

Reverse racism is NOT likely to be a by-product, I'm sorry, it just isn't. (White officers discriminating against white citizens). There are many officers who try very hard to be neutral but you can only work to fix things you're conscious of. If prejudice is born out of subconscious processes, how can an officer truly know if he's being fair? I am hopeful that if such officers get into the practice of removing race concerns from their assessment, no doubt artificial at first (which could, I guess, result in more traffic stops of whites in lieu of primarily honing in on minorities in the short term), it just could become second nature over time. And a sort of "color-neutral" (not color blind, which is a fallacy) process could occur.

Remember, there are dashboard cams. If an individual is pulled over for legitimate reasons and tried to use this law to get out of something, a quick look at the traffic stop footage could clear the accused officer of any wrongdoing.

No, I didn't do a video about the queensway. The alias I use on here has been made separate from the alias I use elsewhere or the nom de plume I use in my book...LOL. I am just a guy who has been watching this colony go downhill for the last 35 years or so...

I have a lot of disdain for the PC culture. I mean seriously it doesn't equate people, it forces quotas and entitlements based on race or gender which creates bad feelings, can you say deliberate sociological manipulation, sure knew ya could, welcome to Mr. Rothschild's neighborhood? It's almost like the government and media are saying that if your black or female or LGBT or anything but a white guy, somehow your defective and need all this help the government is offering, it's insulting and it artificially creates real friction where there should be none. I think PC culture stupid, people are people and that's all they are and I would much prefer to see a system in place that was meritocratic.

...i'm not a fan of racial profiling by leos - but - i cant totally demonize it... imo, most folks make judgement calls on every stranger they encounter... it may not always be racially motivated and based on stereotypes but it often is... my personal profiling program is activated by really nervous people, especially if they got their hands in their pockets...

Are you sure that police cars everywhere have dash cams? I'm not confident they do where I live, but I'll ask them tomorrow.
