Army tests new communication systems, fails, counterfeits to blame here too?

The article doesn't mention it, but I wonder if this is in any way connected to all the reports we are getting of faulty and counterfeit chips from china. I'm glad they actually tested this in harsh terrain before deploying it and putting our troops lives in danger.
