The people are speaking and in some cases, the leaders are actually listening.

Morocco's king has begun to deliver a landmark speech in which he is expected to present new constitutional amendments that could reduce some of his political powers.

The prime minister would become the "president of the government", and would be able to appoint government officials - an authority previously held only by the king.

The new "president of the government" would also be able to dissolve parliament, according to the draft, another role previously accorded only to Mohammed VI.

Definitely progress, but this is just the announcement. I wonder how long this transition will take and if it will really happen. Most certainly a step in the right direction for the people of Morocco.

It sounds as if Morroco is gradually shifting towards a constitutional monarchy, similar to that which we have here in the UK, and several other W European countries. A constitutional monarchy can in fact be a source of stability, so long as the head of state (the monarch) remains above and beyond the political sphere, but in the case of King Mohammad, if he's already used to wielding quite a lot of power, old habits may die hard.
