Usually weather modifiction gets mixed up with chemtrails, and now geo-engineering...
Likely weather modification does have some effect on the wider climate but I wouldn't expect it to be much - I'd be interested in seeing studies.

Have a link to this info? So your saying their bad air is coming to our western shores, but what about Hawaii, Japan(who have their own environmental problems right now) are they showing the signs of dirty chinese air?
