I came across this story from late December last year, basically it is a con job by US military dealers circumventing Russian levys on fuel supplied to foreign military sources. Documents were falsified to the effect that the fuel was for civilian purposes which was not the case.

Presumably the levys would boost revenue for Russia, who also had introduced tarrifs on single-class air carriers like Avianova who ripped out seats to avoid the tarrifs, so no gain there either. It also seems that the Russians are not that bothered by it all?? Round these parts ordinary folk go to gaol/jail for using rebated, (field tractor) fuel in their cars, while the US government have a laugh at getting one over the Ruskies!

Yes,
But the reluctance of the Russian government to act right away in closing down the shop, kind of smacks at a coziness between them and the business corporates in Russia, and is only short of the "Smoking gun"
