Our mysterious cattle mutilation culprits of the US during the 1970s to the early 1990s have seemed to move their operations to Argentina South America. From the Spring of 2002 to the Falll of 2002 there were over 400 cattle mutilated in Argentina in the same typical ways of the early US accounts: no signs of stuggle, an eye, ear, tongue and reproductive organs missing, all scavengers staying away. Just as in the 70s there are many police officers seeing UFOs associated with the events as well as ranchers, but hey, where did the black helicopters go? Further evidence linking the US government having knowledge of ETs in my view. There are no reports of helicopters associated with the cattle mutilations of Argentina. In America there were reports of UFOs and black helicopters during the events, in Argentina there are reports of UFOs during the events. An underground base appears to have been located pretty swiftly. There are many events that have unfolded such as a police officer seeing an alien and these communities are very open about sharing information, they encourage discussion.

Two scientists affiliated to the Fundaci-n Instituto Biof'sico de Investigaciones (FICI) headquartered in La Matanza and directed by Pedro Romaniuk, one of the most well-known analysts of the UFO phenomenon and an author of 20 books on the subject, claimed having picked up radioactive signatures, microwaves, levels of electricity and oscillations originating from the depths of the earth.Omar Hesse and Jorge Millstein surveyed the mountains surrounding Cachi last week -- 157 km from the capital and 2,280 meters above sea level. After applying a Russian tester in the vicinity of the Nevado de Cachi, they concluded that the signals are not natural in origin, and rather originate by machinery operated by intelligent beings (sic).
"The oscillations clearly indicate that kilometers beneath the surface there is activity: alternating electrical waves, which means a power source," said Hesse. "This could mean engines," he added.
The area was not chosen at random: it was based on 4 film recordings made by local mountaineer Antonio Zuleta between June 2000 and November 2002. All of them show analogous images--strange, swiftly moving lights which appear to "plunge" into the ground at the same point. The researchers calculated the site's location and accompanied by Zuleta himself, reported to the area some 8 km to the southwest.

"It's true, from here we saw giant lights land in the area several times. Then they rise quickly to become lost in swift movement. At high speed. No one believes us, but its true. It doesn't happen very often, but it happens after a rain shower or storm, and on cold nights, and always in the area where Don Luis found his dead animals.

On the last Friday of June 2002, an event of truly strange characteristics took place in a field of the locality of Suco, located to the west of Rio Cuarto, very near the border with San Luis Province. In the aforementioned Cordoban locality, a well-known livestock producer respected by all for his responsibility and honesty, found 19 dead animals within an Australian-type water tank (translators note: steel-sided, sheet metal tank with a conical cap). Nine of the bovines were dead, according to subsequent medical-veterinarian examinations due to asphyxiation through immersion. The rest were alive, but affected by the low temperatures and near dead due to freezing.
The news not only spread like wildfire throughout the area: it was confirmed by police officials of Regional Unit 7, headquartered at Rio Cuarto, who took over the investigation of the case employing personnel from the Sampacho District Sheriff's Office, located 50 kilometers west of Rio Cuarto on National Hwy. 8. What no one could explain is how the 19 animals could have entered the enormous water tank, bearing in mind that they first had to cross an electric drover (sic), then a 1.50 meter tall fence, and finally, "jump" over the tank wall.

The material I am going over is coming from here.

In regards to Omar Hesse and Jorge Millstein they don't seem to have done anything more regarding that situation since 2002. If it was indeed something interesting they would of at least been investigated it again for more evidence?

It is possible that the investigators have been going over thier evidence and creating a narrative to explain it all,
and if they have been thorough, and bearing in mind its just those two , unless they have pulled in thinkers from elsewhere, then that probably amounts to quite a bit of evidence, results, various data formats and various interpretations of thier results that are possible, all of which they have to sift through to see some sort of sensible progression of events.
Also , it is possible that they have been busy investigating and have found more evidence than we have heard of at this point. If there is still fresh material coming in, then they may be patching it in to thier timelines and understanding of the case , even at this stage nearly a decade later. With limited man power, and enormous feilds of data to work through, one can understand such a delay, although there may be other explanations for a percieved quietude on the part of the investigators.

Your suggestion is possible, as is my suggestion, but since we don't have any evidence we have to "fill in the gaps". 9 years have passed since the original report, there have been no other forthcoming details. We don't know what kind of data they are dealing with, but surely it can't take 9 years to verify it? Especially if they made such a bold claim at the conception of the data.

I am "filling in the gaps" at the end of the day, but airing with the side of probability considering the different elements of the case.

The link provided by the OP is an interesting read, but it needs more substance. A more transparent investigation referencing pictures etc..
