Barack Obama pledges to push nuclear New Start treaty through Congress

the U.k. guardian reports President Obama has told congress his priority for the lame duck session will be to push through a new Start treaty aimed at limiting nuclear stockpiles.."we " gave him an opportunity to make history for himself and that seems to be his focus. Repairing the economy doesn't seem to be in the plan.

Do you ever hear anyone actually say what's in the treaty?
For example, HOW will they reduce nuclear arms? Will they dismantle the weapons, will they store them away for one entity to oversee the stockpile, or is 'reduction' a rhetorical word for 'use' them? Because using them certainly would reduce the number!
