seem to be in the plan.
Do you ever hear anyone actually say what's in the treaty?
For example, HOW will they reduce nuclear arms? Will they dismantle the weapons, will they store them away for one entity to oversee the stockpile, or
is 'reduction' a rhetorical word for 'use' them? Because using them certainly would reduce the number!
