Who knows, maybe 20 years ago (or whenever that picture was taken) the NASA employees didn't know how to use their highest image editing software and thought blurring was fine. Maybe they also did not believe that the public would have a copy of the picture in their home discussing it on a conspiracy website. Maybe they did not think the public would ever learn how to use image editing software to ever realize that the blurred out image was hiding something.

What is their official explanation?

It was 16 years ago, it was not a NASA mission, it's not very likely that someone chosen to do any image manipulation didn't know how to do it, it's not very likely that nobody would look at the finished work, they published CDs with the photos (at least since 1996).

The official explanation is that the data set used was not the best.
