Secretive organisation offers to pay off United Kingdom national debt

Sky News are reporting that Lord James of Blackheath has announced that he has been approached by an organisation that he calls "Foundation X" to broker a payment that would clear the whole of the UK national debt and "save the world" . At present the Government do not seem to be taking him seriously and are refusing to discuss the matter, however I feel that possibly there could be something in this. Supposing that there is a NWO conspiracy to take over the world (I'm not saying there is I am only supposing) then what better way for another group of bankers and high ranking businessmen to scupper their plans than to pay off a countries debt.
