This article assumes that Elena Kagan is not related to Robert or Fred Kagan.

Not much evidence is given, but here is a picture of three together:

While the PNAC Robert Kagan is not Elena Kagan's father, as he is only 2 years older than her, they could be cousins. Not much is known about Donald Kagan's brothers.

So what do you think, family resemblance? Can anyone find information about Donald Kagan, if he had a brother that is Robert Kagan, which would make Donald Kagan Elena Kagan's uncle?
