Belly Fins?

I do not think they are called 'belly fins' for if you see on the F-16, the fins are under the exhaust release(back of the engine).

Those fins are there for stability and mid air control, they alow for the aircraft to make sharper manuevers, it is what makes the F-16 such a prized fighter, its manueverability at high speeds.
