he was publicly pressured to step down.

No he wasn't. It was quite random that Köhler stepped down. On the news today, they showed people's reactions to his stepping down and they were all, save one, upset that he was stepping down because he was so well liked. The one just kinda rambled on about why he understands he stepped down without really saying much else.
