Mr. Chalabi is the Iraqi expatriate who is suspected to have given important war intelligence to Iranian intelligence.

On Wednesday his lawyers made public a letter they said they had sent to US Attorney-General John Ashcroft and FBI director Robert Mueller repeating Mr Chalabi's denials and demanding an investigation into the disclosure of the allegations against Mr Chalabi.

The New Yorker

You can't spend US funds to manipulate the media IN the US, so they placed "product" in UK papers to get picked up by wire services and reimported. Apparently millions worth in the march to war.
