Reuters is reporting that Japan has arrested four people on suspicion of terrorist activity:

Might Al Queda have been preparing to conduct a spanish-style attack in Japan? Note that its current deployment in Iraq is the first foreign operation Japan's military has conducted since WW2... which has made some Japanese uneasy. Did al queda think that an attack there might cause the populace to waver from the US-Japanese alliance???

Honestly, I think it'd be kind of hard to run an underground cell in Japan. Simply because foreigners stick out like a sore thumb, and the population density makes it virtually impossible for anyone to do anything without someone else knowing it.
