We evolved after a horrendously unlikely set of circumstances, particularly the destruction of the dinosaurs. Its extremely likely that reptilian life
would be found on a great many of the populated worlds, however many that may turn out to be.
I say this because dino's popped up first, therefore if our single to multi-cellular evolutionary model stands up they were first because they were
the easiest for nature to craft. When they were extinguished and mammalian life was able to take hold, we were allowed to form. So short of another
cataclysmic scenario like that playing out on another planet with life, that is probably rare enough in itself, we would be looking at a huge number
of planets with reptilian life.
That being said, reptiles tend to be very carnal, and who knows if its likely for them to, as Dr. Michio Kaku put it, "Make the leap to a Type 1
civilization".
