The intent of this EO in my opinion, is to lay the ground work for a sitting President to "take command" of the National Guard of a single State or
of any (All ?)number of States At the present time each Governor is the Commander-In-Chief of his States Militia (National Guard) While these
various state militias may seem small and in-effective compared to the United States Armed Forces, when the combined Forces of our Fifty (50) States
are considered they are considerable.
At the present time "Federal" Militia are legally forbid from their use against the citizens by the "Posse Comittatis Act"; Without the President
declaring a State of Emergency and invoking Martial Law. This does not however constrain the use of "State Militias". Remember when President
(Johnson ?) used the Mississipi National Guard to enforce integration at the University of Mississippi ?
As I read the true "intent" of this EO, it will grant the President the power to select what National Guard Militia he would need to enforce what
"could/would" be described as acts of domestic terrorism. Typically what would be done is to use the NG from Illinois to suppress the "terrorism"
in Ohio (As an example).
Make no mistake, this EO has ominous possibilitys, to (at least partially) take local (State) control of our National Guard (State Militias) from our
individual Governors into the hands of one person, the President.
