There are one of two things going on with that image... either there is "fog" on Mars or someone has deliberately blurred out stuff they do not want anyone to see. Frankly it looks like photoshop blurring to me.

Yes, there are clouds on Mars.

Slight periodic colour and brightness variations in parts of the image indicate atmospheric waves in clouds.

But since you're looking at a "perspective view", I would think that very processed image has something to do with what you're talking about. I don't think you'll find them here:

Just Nasa's way of mapping and establishing terrain /geological facts...nothing more- Using software to gather info about poss water / past geological activity. If I were you I wouldn't waste time on this....
