There are one of two things going on with that image... either there is "fog" on Mars or someone has deliberately blurred out stuff they do not want
anyone to see. Frankly it looks like photoshop blurring to me.

Slight periodic colour and brightness variations in parts of the image indicate atmospheric waves in clouds.
