I have seen this before. It is an extremely provocative idea, how can they expect this to work in their favor?

How can the Saudi's get compensation for the Kyoto accords, from the global warming snafu?

Obfuscation is the concealment of intended meaning in communication, making communication confusing, intentionally ambiguous, and more difficult to interpret.

They are trying demonstrate that the politically correct, inspired by god global warming talks are an exercise in futility. Which, IMHO, they are! The Saudi's are on the right track, the same page, etc.
