I got an iPhone a few months ago and it's ability to throw a ring tone of your own choice is excellent. I'm not sure of other phones that do this as well, but I'm certain the iPhone isn't alone in this. But basically take any 35-40 second snippet of a song of your choice, convert it to an .m4r file and put it on the phone. With the iPhone, I throw that .m4r file into iTunes and it syncs it to my phone.
