Red and White plane with number 22 on the tail

I saw two planes today that flew very low and I was trying to figure out what they were for. They were red and whit with a large number 22 painted on the tail of the plane. I believe it had 4 prop engines on it.

It reminded me of a plane you would see fighting fires.

this was seen flying towards the Portland Oregon Airport. I don't think its sinister I'm just curious and my google skills have failed me so far.

Any ideas?
