This is the government gone mad aftermath of 9/11 Northcomm has been at the head of the operation since 9/11 in which they are practicing continuity of government in light of a tragic act, such as a dirty bomb or WMD. The most elite of military commanders will call the shots via GPS from underground Northcomm headquarters as US troops take to the street in response to the said scenario. It's like a game of battleship. It will be directed by NORTHCOMM with the assistance of some pretty hard core GPS networking software they have been developing since 9/11.

PS I personally learned about this in a visit to Northcomm in 04. I have seen the software and I was briefed by a Northcomm commander. They have been working long and hard at this.

I have a feeling that's not a good idea..but this is unclassified so....

They have duplicate monitoring stations in both NORAD and Northcomm. If one fails at goes to a backup.

You can however keep in mind that the digital broadcast transition was to make way for GPS tech. To free up bandwith on VHF and UHF frequencies.
