can the U.S citizen phone up your congress and ask them to pass a bill to open a new 9/11 investigat

im not sure how everything works in the U.S , but can you ask your congress to create a bill to open up a new 9/11 investigation ?

You can call, write letter, e-mail, your representativess, but as to what good it would do, is the bigger question.
They pushed all this under the rug, just like the Trillions of dollars missing in question, day before 9/11.
