I've just found a page from Der Speigel, the German News Station that properly investigated these videos. apparently there was much more footage, but only a small part was released to the media. Panorama managed to get a hold of the unseen footage. The translation isn't too good though. If any German speaking ATSers would be willing to properly translate i'd be greatful:

The ready-cut news films in the past week had the impression that because many people were celebrating in the streets. There were no total shots in the process of the entire road show, but only small groups of people. On the supplied material, however, were very well shot - they clearly showed that only a handful of Palestinians cheered, many others were simply indifferent over. "The woman with the headscarf has later said that she had gejubelt into the camera, because you promised her cakes," says Krüger Spitta. The Palestinian had declared that she was horrified when she saw the context in which it was shown cheering. They abhor the actions in New York and Washington. What is the truth?

And from the Panorama German TV show that investigated:

Even more than words: pictures. The images flickered cheering Palestinians a few hours after the attack on the world's screens. They give the impression that half the city would be on his feet, to the death of thousands of Americans to celebrate. So the cruel message of the pictures at least at first glance.

Upon closer examination of the full, non-visual material is sent to it on the road around it is calm. Just before the camera, a group aufgekratzter children. The woman, whose delight in giddiness remembered, is unmoved continue shortly thereafter. Striking a man in a white T-shirt. He baiting the children, and he always brings new people ran.

The woman, who just left is now saying that they had promised her cake, if they are in front of the camera looking forward. They themselves had been horrified, as the images they saw on television. Never did it on the attack on the U.S. happy. Truth? Staging?

Guess we'll never know the truth. Kinda makes me wish i could jump on a plane and ask these people myself.

I thought this conspiracy was debunked long ago?

CNN statement about false claim it used old video
Brazilian university statement says no fact to original claim

September 20, 2001 Posted: 4:02 PM EDT (2002 GMT)

There is absolutely no truth to the information that is now distributed on the Internet that CNN used 10-year-old video when showing the celebrating of some Palestinians in East Jerusalem after the terror attacks in the U.S. The video was shot that day by a Reuters camera crew. CNN is a client of Reuters and like other clients, received the video and broadcast it. Reuters officials have publicly made the facts clear as well.

The allegation is false. The source of the allegation has withdrawn it and apologized. It was started by a Brazilian student who now says he immediately posted a correction once he knew the information was not true. This is the statement by his university -- UNICAMP -- Universidad Estatal de Campinas-Brasil.

Again, please read this -- and copy it -- and send it to anyone you know who may have the false information. Thank you.

Reuters rejects as utterly baseless an allegation being circulated by e-mail and the Internet claiming that it circulated 10-year-old videotape to illustrate Palestinians celebrating in the wake of the September 11 tragedies in the United States.

Reuters welcomes a statement by the Universidad Estatal de Campinas-Brasil (UNICAMP), one of whose students was the author of the original e-mail, setting the record straight.

The videotape in question was shot in East Jerusalem by a Reuters camera crew on September 11 in the immediate aftermath of the attacks on the United States. The footage was broadcast by CNN and other subscribers to the Reuters video news service.

Turns out the PNA actually threatened journalists to stop playing and recording the footage.

The Palestinian Authority has warned journalists they might be in danger if they continue to use images of Arabs celebrating Tuesdays terrorist attacks.

PA officials allegedly have threatened journalists who continue to show Palestinians rejoicing and dancing at the news of the devastation caused by hijacked jets in New York City, Washington and Pennsylvania.

The Foreign Press Association of Israel said the PA sent armed police to block camera crews from photographing Tuesdays rally in the West Bank town of Nablus -- where thousands filled the streets to celebrate.
