Despite how bad the material on 4-chan is, I don't see why AT&T (a privately owned company) would block a website. Maybe AT&T is close to the government? Or is it indebted to the government in some way?

I can see China, Australia, and some European nations blocking sites like 4chan (which they haven't), but not us. I mean come on, there's something called choice. One can choose to view porn material or not. And if an employer doesn't want its employees to be messing around, then the employer should take action, not a big ISP like AT&T.
