Hey Massgirl, is there any way you can provide some evidence of a similar balloon and payload? What is a balloon's payload? I have never heard that term applied to a balloon.

Anyway what I saw on the video looked absolutely 100% nothing like a balloon, could you explain further just how you came to this conclusion?

What I saw looked like a round disc with another round disc shape in the center, this was white, and this was hovering completely still, to the left of a green triangular craft of some kind, from the look of it. This seems to be highly detailed and the zoom is shaky but you can still make out a green triangle and a white disc. Just how is this a balloon?

Notice how they barely move, they just kinda lazily list to the left.

IMO, there is no evidence in this video of a UFO, just some party balloons.

What you see in this video is a balloon, with some kind of sign/artwork hung underneath, as it passes overhead.

Homemade ballooning is a very popular hobby in South America and often involves attaching a flag, banner, sign, or some other piece of artwork to the balloon. There are many clubs devoted to this activity. Google "baloeiros" to find out more.

This video has been on ATS before and this thread has videos of these types of craft...

I was going to say one giving off Tesla electrostatic emissions
even though there was a space in between cause the light distortion
by electricity is stronger than gravity.

Then at a farther distance you see part of a triangle in dark
light being formed.

There is one photo with just a dark T showing of the Triangle.
The triangle has to be the most common ship.
However Lyne still see large oval ships in New Mexico.

Instead of sparking they can cause the air to emit dark violet light.
Its all electrically done by Tesla years ago.
