Where is the reply button on "All of you are human" thread?

Don't know what is going on but I was going to post a reply to the above mentioned thread and there is no 'post reply' button or a button to reply to this person. Is there something wrong with my account or is it ATS? I still see the button on other threads.

Edit to add, I don't see a flag button either.
