In the first picture, with the strip to the left, the crater appear to protrude outward. Just like you said. However, in all the other orientations,
the craters are normal.
To the OP you are right about some being hills and others being craters. Just look at the shadow direction. On hills the sun shining on say the North
side makes the South side of that hill have a shadow. In the craters, the sun shining from the north side will create a shadow on the north side wall
as it illuminates the south side wall of the crater.
I see shadows cast different angles, depending on if it's a hill or crater.
If it is in fact a dome, It would be known as a lava dome. we have them on earth. when an impact occurs it disturbs the molten rock below, which rises
to the surface but does not break threw the crust. it leaves a dome which can later erode and collapse on it's self. it must have hit when the moon
was still forming.
