2 men were charged with disordely conduct for series of UFO hoaxes using
road flares tied to helium balloons. The mystery lights triggered a number
of calls to police about strange lights in the sky during January and
February 2009.

There are much easier ways to hoax UFOs, and much more legal ways. Get a camera and some disc shape objects or some cheap CGI software and make some hoax pics/videos.

I wonder what percentage of UFO encounters can be blamed on this sort of thing? I also wonder when balloons and flares will stop being the excuse for every UFO sighting, it seems like those two are the only answers the government and military ever give...
