Time Warner Cable to begin tierred pricing

I'm not in those cities and I have AT&T Uverse but I wonder if this goes over how long will it be before other cable, satellite companies do the same?
And, how do you find out how much bandwidth you are using anyway?

Web users, the meter is running. In a strategy that's likely to rankle consumers but be copied by competitors, Time Warner Cable (TWC) is pressing ahead with a plan to charge Internet customers based on how much Web data they consume. Starting next month, the company will introduce tiered pricing in several markets.

Gee this wont affect the capitalist system of productivity and sales, oh of course not. Surely we need limited amounts of information access, such a bunch of BS!
