Track homeless with RIFD?

WASHINGTON (UPI) -- The U.S. Department of Health and Human Services
said Thursday that it was about to begin testing a new technology
designed to help more closely monitor and assist the nation's homeless

I'm not one to usually jump at every bit of news about tracking, but something about this seems wrong. Don't the homeless still have rights regardless of wether or not they have a home? It just seems kind of wrong to treat them as a herd of cattle to be tagged and put out to pasture.
