Edward Lansdale was an air force officer who became an OSS/CIA operative. He was a decorated Major General who received the Distinguished Service Medal in 1963. He worked in military intelligence during the Second World War. He was involved in clandestine operations against Castro.

Why was this military-intelligence/CIA/Ex-OSS operative in Dealey Plaza that day?

It seems that Lansdale worked at JM WAVE, given that wikipedia states he was involved in Operation Mongoose. This would have put him in contact with Ted Shackley, who ran heroin out of the Golden Triangle area during the Vietnam War, and David Morales, who made comments implicating the CIA in the murders of JFK and RFK. After the Bay of Pigs, Dulles's "Operation 40", which was dedicated to overthrowing Castro, was transferred to JM WAVE. Operation 40 members include Richard Nixon, David Morales, E. Howard Hunt, and Frank Sturgis. Frank Sturgis and E. Howard Hunt, both later Watergate burglars, have been identified as the "mystery tramps" in Dealey Plaza that day.
