Should the British Parliament act be dropped once The Lords are elected by PR?

OK, 1. The House of Lords has been voted to use PR for 100% of it's seats in a non binding vote.

Should this vote be passed, does this make a case for the house of lords to block any legislation.

Or.......

should the house of commons be allowed a specified number of bills that it can still force through (e.g. the budget)?

[EDIT] should say,, that the newly elected lords may need a few years to bed in first......
