kind of skeptical but
everything gives off some sort of EM field.

and right now there isnt anything small enough to effect a city on that scale
short of a nuke i doubt anyone could bring a country to a stand still,

if you look at EM generators right now they are chunky and very large and not very feasable

correct me if im wrong

Yes you are correct, it requires a huge amount of power, to produce an EMP, of any magnitude, to Interrupt or disable anything on a large scale.

It easier just to remove the supply of electricity, by attack on power stations and transmission lines sub stations etc.

But most important systems, have a Stand-by power supply systems anyway.
