Hell no the government cannot be that stupid. I dont know what thats all about but whatever it is, it isnt a secret nuclear bunker... i dont think so anyway

Kelvedon hatch is a deep bunker built in about 1953 as the Sector Operations Centre for the Metropolitan Sector of RAF Fighter Command

I was gunna say it was probably decomisioned.......

anyways, there really arent any "top secret" bases anymore - in order to keep a bases existance a secret, you have to keep people out, which imediatly makes it known.

i wouldnt doubt it inside HMS caladonia (navy base in fife) i seen a sign saying "concelled exit" now if it was me i would say that sorta blows it cover y/n
