Is it possible this Argentine fighter plane would have stealth technology and greater capabilities than the FA-18 Hornet?

It would not have been stealthy but it would (should) have been roughly as capable as the F-18L. It was based upon Dorniers unnsuccessful TKF 90 bid (the winning MBB design was mated with the BAE P.110 and P.120 to create the Eurofighter Typhoon).

This Dornier was co developed with Northrop and was based on the Northrop P.630, from which the F-18 itself was developed so both the F-18 and the Argentine project actually grew from the same seed as it were.
