R.A.T.S....where are they?

Can someone explain to me where one would go to access R.A.T.S.?
I understand how the access is purchased but from there I am lost.

Where do you go to find this "secret forum" after the purchase is done?

It's on the board list

If you go to main board, you will see a RATS icon if you have purchased access with your points.
